Possible Fraud - Please Help

Hi Guys and Gals
Need your expert advice again please.
Listed my Minidisc for sale last thursday for the 5p listing .
Had two canadian bidders want to bid so I gave them a shipping quote which was nearly 25% off the total price .
One of my requirement on my auction that I state is you must have a verified or confirmed address paypal account if not you must pay via direct debt.
I had two new bidders bid from canada on it and one of them one . He paid me instantly but his paypal account is neither verified or has a confirmed address.
Whats more his address is for the attention of ATTN . Which he says his is friend business address - which smells fishy!!!
As i dont went to get a paypal chargeback and find it be send to a mail pick up company or get my account suspended for fraud.
So I emailed him after the payment saying that he must either verify his account or confirm his address within 3 days or if not I refund the money and report him to ebay . Stupid me did know how to stop unconfirmed address from paying.
Is this the right thing to do or am I over-reacting . Never happened to me before so any advice would be hepful

No, it was a term of your auction and yes it sounds dodgy as hell.
If nothing gets verified then tough on them and you can send the money back. See also this post re a user who lost out when a buyer used a fraudulent card through paypal.
If end up getting a neg, at least you can say he had a refund and it was his fault in the first place.

Never accept Paypal with an Unconfirmed delivery address.
Ever. Ever. Make it a t&c of all your auctions.
Verified means very little - its a confirmed address that required for any sort of fraud protection.0 -
thanks for the reply , yeah plot thickens he says he has a sail boat and only a cell phone and thats why he cannot confirm address.
I will defo refund paypal now and ask for payment via a direct debt as I am not even gonna risk it.0
