Power of Attorney - Applying when receiving Attendance Allowance

I am in the process of applying for power of attorney for my mother, she is 94 and blind and is finding it very difficult to organise her finances. She now wishes for me to handle her finances.
Checking the application form my mother may be exempt from a LPA fee, because she is on Guaranteed Pension Credit, Attendance Allowance and also receives housing benefit.
However, the form states if your annual income is over £12,000 you may eligible for a 50% reduction fee instead. Her annual income is just over £12,000 but this figure includes her Attendance Allowance. Is Attendance Allowance included when applying for LPA?

There are different criteria for exemption fees. You are exempt if you are receiving a means tested benefit as listed. Since your mum is receiving Guarantee Pension Credit then this makes her exempt.
If someone is not receiving a means tested benefit as listed then they may qualify for a fee reduction if their income is below £12000.
You do not have to qualify under both.
The Pension Credit ALONE makes her exempt.
