Should i appeal formally?

Dear Forumers,

I have received a PCN after a genuine mistake by parking in residents bay in westminster county, however my parking lasted for like 2 or 3 minutes at a maximum as i have realised that i have parked in the wrong place as soon as I started walking away from my car and instantly returned to move it.

However, to my unlucky charm that evening, a CEO was already happily issuing a PCN and me trying to explain the situation and kindly asking not to issue it has failed.
To my strong belief that i should not have received a parking ticket, i have appealed, but managed to use a wrong reference of road traffic act 1991 and not 2004.

As a result I am now stuck with paying the full fine (i missed the deadline of discounted rate) or making a formal appeal.

Could anyone please comment whether it is worth to formally appeal as i have no previous experience with this whatsoever. It just feels totally unfair to pay for two minute parking that much... :(

This is my challenge that was rejected:
On xx/xx/xx my vehicle was issued with a Penalty Charge Notice for the reason of parking in a residents' parking place without using a valid permit.

In accordance with the Road Traffic Act 1991, my challenge is on the basis that the contravention did not occur. I parked the car and got off to check if my parking is correct, i.e. i walked down the street by 2 to 3 meters away from my car to check the parking signs because there were parking signs on both sides of the parking bay from where i have parked. Within seconds when i turned around i saw an enforcement officer writing a ticket to me and i approached him to say that i have seen the signs and i am moving my car right away but he continued to issue the ticket. I do not believe that this is a fair action on his behalf and i believe that this ticket should not have been issued.

For this reason I look forward to receiving notification that the Penalty Charge Notice has been cancelled within 28 days.

    As this is a council ticket, check out the pepipoo.com forums, they know about these things, and I'm pretty sure you will not be paying that ticket.

    There many experts available on Pepipoo who can guide you on what to do and how and when to do it! As a general rule it is always worthwhile appealing a council ticket. Over 60% of formal appeals are upheld.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(
