APCOA PCN and BPA

Driver inadvertantly turned into road leading to Staff Parking, at Birmingham Airport, before hesitating for approx half a minute to get bearings, turning round and resuming journey. Driver did not turn off engine,park, drop off or pick up anybody. Alleged offence date 28/12/2013.
Owner received PCN NtK for BA01 on 16/1/2014, 19 days after.
Owner sent letter to APCOA refusing to pay, quoting POFA 2012 c.9 s.4 14-day rule.
APCOA have responded, including POPLA paperwork and code, that under BPA guidelines they have upto 28 days to serve NtK.
Detailed email sent Steve Clark AOS to complain.

Before this drops off page 1 and into oblivion , you need to use your popla code to appeal this, please read the sticky thread by coupon mad below, it will tell you what to use in your appeal. When you have what you need please come back here with the wording so we can through it for you.
Your complaint will be ignored as acpoa does not state pofa 2012 in their notice i'm guessing, so are working outside it

There are sooo many Airport APCOA POPLA appeals on this forum already it will be sooo easy for you to search and find a good one to adapt. POFA2012 is irrelevant in an Airport site.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
