can someone claim DLA at 62

in Disability money matters
my brother in law is suffering from osteo arthritis affecting all joints particularly in his ankles which makes it hard for him to walk
I was wondering if he would be able to claim DLA
please advise

    You can't make a new claim for DLA now. It's PIP, which is for people under 65 with care and /or mobility needs.
