All university courses have admissions people - if there is one she has applied for and been rejected for (or believes she will be) and the difference in grade will take her over the line to be acceptable, just call the universities. Point out the BBC News article and say your daughter was one of the affected and her grades are XYZ and ASK if they would reconsider her application based on this.

If she is applying for A*AA universities, a B may well have looked as bad as a C. The Universities only really have your AS grades to go on at application stage, as predicted grades are very easily manipulated by a kind word with a teacher. Getting a B still doesn't put her on line for A*AA, so it is very possible the Universities would still have declined to interview. It's impossible to quantify really.

What is she applying to do, out of interest?

True, but the C was in her fourth subject (not the A*AA subjects). The course requires three As at A level and a B in a fourth at AS.

I'd be questioning the college. My school would push papers back automatically to exam boards where the points were only a few adrift from the next grade. It usually took a month maybe to get them back and lo and behold they always seemed to be bumped up one...
