It should go on their track record and not their age. I do agree if a person over 70 has had several accidents then their premium should be loaded but not otherwise. I am not in that age group so it does affect me personally, but I do kmow of a neighbour whose premium has increased considerably, when he had no accidents or penalty points on his license and that was with Saga who are supposed to be one of the better insurance companies for the mature driver.
Why should a 22 year old with 5 years NCD (the max for most insurers) pay more than a 50 year old when they are both driving the same new Porsche 911 Turbo? Not only that but they also have a higher excess to pay.
Insurance works on the principle of the common pool and what the average person is like. On average as people get older their eye sight gets worse, their reaction times slow down etc hence on average their insurance goes up. If they start having claims etc then this will be compounded further by their age.
Saga are a niche provider for certain age groups. Niche providers are not always better than mainstream ones and really you should check both. Saga in particular are a commercial/ profit orientated organisation not a charity but even charities are not always going to be the cheapest.0
