If I was to go for a competitive fix and put the average KWh figures in and I didn't use that much, would they refund me or just knock it off my next bill?

The definition of a fixed tariff is often misinterpreted as a fixed price for your energy. It isn't, it's a fixed rate per kWh for whatever you use. Your actual usage is used to adjust the monthly amount you pay, assuming you are paying by direct debit. If you overpay, the supplier should reduce your DD and possibly refund you the excess. If you underpay, the DD goes up.

Yes so if you feel like you will use less than the average household in the UK then expect money back. However if you use more then even though it's a fixed price you will have to pay more and that's as Victor says because your kwh will rise but the amount per kwh will remain the same until the fixed price date.
