Have a look in local national trust gardens and parks for what survives your local weather and soil conditions, but -19c is not that cold for a rose, they are dormant in winter, if your soil is waterlogged that'll be your biggest challenge to solve. Oh and because of the cold do not remove the mess until the spring, the dead leaves will act as mulch to protect the more vulnerable plants, Lavender will have to go in pots sunk in the ground, as will the Hardy fuschias, and popped in a conservatory or frost free shed. Mulch every winter before the ground gets cold and wet will help.

No, it doesn't get waterlogged ever as we're on the side of a hill. There are no nice gardens here in this village at all, is all ex- farmworkers who stick to leeks and cabbage.. or yuppies who like lawns :D

Papa Meiland rose is rated to Zone 7 - which is minus 17c It'll do fine if you put some mulch arounds it roots and a frost protection bag for very bad winters.
