What is affordability checking for?

What is affordability checking when applying for HB, and what is that for? I assume it is checking all income and comparing it to all expenses. How does it influence looking for a new home and benefits? Will they not allow to bid for more expensive homes at housing associations, if expenses are high comparing to income?

What is the relationship between the two people and how is the lease worded. If unrelated and both on lease they may each be able to claim the shared accommodation rate0
