CSA payments to PWC paid in arrears.

Hi everyone,
I have been receiving child maintainence since 2009 for my 2 children with relatively no problems,new calculations and assessment done quickly with no break in payment until now.
I had an account breakdown done in January and turns out I had been overpaid by a couple of hundred pounds so they set up a new schedule and said February's payment would be with me as normal and the deductions for the overpayment would start in march, no problem I thought as I got the paperwork confirming the new payments but nothing on it about February's.
My payments always go into a secondary system so have to ring them to have it released so I did this as normal and was told the usual information about it being placed on a tracker and would be released asap.2 weeks later and several phonecalls telling me the same info and promises of callbacks to let me know what was happening I rang this morning to be told I wasn't receiving Feb's payment as payments are paid in arrears even though they had the payment allocated to me.I told them I've had account breakdowns done before without any break in payments and that the amount I owe back is all included in the deductions so withhold ing Feb's payment is putting my ex back into arrears so what would happen to the money they have for Feb, they said it would either get refunded to nrp or a slight chance it could be sent to me when the new payment's start.after 2 weeks of conflicted info I'm still no clearer and its annoying me a little they are holding this money for so long and have no idea if its me or the nrp whose to have it.
I'm sorry for the big rant,its cost me a fortune in phonecalls in the past 2 weeks,I know people on here are more clued up than some of those that work at the CSA and was hoping someone can advise me on a situation like this so I don't have to keep phoning them.
