Browser fails to load

I just don't get this at all. Using Google Chrome and suddenly I can't get the browser to load. It just hangs endlessly. Tried IE and the same. Turned off router and on again, cleared browser cache and nothing.
Only way out was restarting PC and it cured it, for now at least.
What is it that causes this annoying problem ?

Sounds like a process got hung up and was using 100% CPU resource.
If it happens again, open Task Manager, select the Process tab and check which process is using the CPU most. (Click the CPU column to order by that count, to make it easy to see).0 -
I noticed in TM that system IDE was at 99%0

IDE? Do you mean Idle?
It is normal for System Idle to have most CPU cycles. A CPU doesn't just run when it is needed - it MUST run all the time. The Idle process is designed to account for the CPU cycles that are not needed by other processes.
