Thinking of a 10 day visit, something like

Israel is such a small country, you could travel round yourself and join tours in locations. A good train service between main cities and a decent bus service.
Best SIM would be Orange (Israel not UK). You can get PAYG that includes data. Plenty of free wifi around, including every Eged bus.

You can get cheap flights - I paid around £140 return a few months ago on EasyJet which considering the distance (over 2/3rds distance to New York) is pretty cheap. I found getting around quite easy and cheap, there are loads of local tours you can do which hotels can arrange, and the walking tours in Jerusalem are excellent.
It's a tiny country so you can quite easily base yourself in Jerusalem and do day trips to see most places, unless you want to go to Eilat which is a long way. As an example have a look at http://abrahamtours.com/tours/ for tours from Jerusalem.0
