Can anyone recommend a 39 or 40 inch non-smart tv with at least 3 hdmi ports, preferrably under £400?

The LG is only slightly over your budget, but with John Lewis you get a 5 year warranty. (it also has smart features, but you don't have to use them

I don't watch much TV so refuse to pay silly money for one.
I bought my 42" TV from Tesco, it was cheap and I was surprised at how good it is, the picture is excellent, it has either 3 or 4 HDMI ports as well as a PC VGA connector if you need one. Picture quality is fantastic even in HD.
This one is mine or the latest version of mine.

Why do you need it to be non-smart? Surely its better to just get a TV that meets your other definite requirements than specify something that you arent bothered about one way or the other?
As almost all TVs become smart then you may be more restricted and getting a lower machine for the same price by specifying you want non-smart0 -
I don't have any need for a smart TV. I already have iplayer on my freeview + HD box and use chromecast for YouTube. Those are the only 2 apps I use so don't need a smart TV.
But I may end up buying one and not using the smart features!0 -
Would a monitor suit your needs?
Something like this:

You will need to add some speakers for sound though.0 -

HD TV but according to Tesco web page does not have HD Freeview Tuner only SD Freeview Tuner.
I would class that as HD ready - you would have to buy an external HD Freeview Tuner or connect to HD Sky box.0 -
I have a Finlux tv (only available on line) which I am very pleased with. Mine is not the most expensive so only has 2 HDMI ports and one VGA + a CD player. But I expect there are larger models. Within your price range. It is easy to carry around. There are different combinations of features. I just use mine to stream from my laptop or play CDs.
This is one model but you should be able to find something to meet your spec
