PCN from Euro Car Parks - Solent Retail Park

Hi


My wife as the registered keeper received a PCN from Euro Car Parks in the post on the 24/02/14, it was dated 21/02/14.


The car's number plate was photographed on the 14/02/14.


We wrote to one of the retailers where the driver had shopped complained and provided proof of shopping by means of a receipt. We asked for the PCN to be cancelled, the manager of the shop wrote back and said there was nothing they could do.


Two Questions...


1. I am correct in thinking that we now write to Euro Car Parks using the example that Coupon-mad provided in NEWBIES sticky thread?


2. Do we provide them with a copy of the receipt in the same letter?

    Yes and yes (no reason why not, a receipt might swing it)! Just make sure that the added sentence talking about the receipt says 'I attach a copy of the driver's receipt because they were a genuine customer of .... and spent £xx on this visit' NOT 'my receipt'!!

    As per my first post above, on the 6th March 2014 a letter was sent to Euro Car Parks invoking the appeals process, the letter was based on the template provided. There is proof of posting. No further correspondence has been received from ECP, is there a time limit on how long they take can to respond.

    As I understand, they have 35 days to consider an appeal. However you should normally receive a confirmation of receipt of appeal within 14 days, so give it a couple more days.

    Still no news from ECP.
    It has been 49 days since a letter was sent invoking the appeals process (62 days since the PCN was received) and no contact from Euro Car Parks.


    Any advice...
    a) let sleeping dogs lie?
    b) send another letter asking for confirmation that the PCN has been cancelled?

    I'd continue to wait if you want the easy life. I suspect Euro have quietly decided to drop it given you clearly know what you're talking about.

    Alternatively, email them pointing out they have broken the BPA Code of Practice and so you now consider the matter closed.
