Cost for Structural Engineer, CAD and Planning permision?

Hi,
I have a commercial property and wish to extend it for a further 2 rooms and loft work. I had a company come around to give me a quote for how much it would cost to get the planning permission (including structural engineer and CAD drawings) and he quoted £8000, I was expecting around £3000-£4000? This is my first quote and I haven't really looked around further. I would appreciate some advise on whether this is the usual rate for this type of work in SE london?
Also someone advised me to get a surveyer to check how much the whole work will cost (from planning to construction) so I know I am paying around the right price, any idea where I can get hold of one?

That is high, but unsure of what the geographical uplift will be for London. The scope of works will dictate the amount of time required and there is not enough detail. Best advice from the info provided above is to put it out to tender with some other architects/engineersSome people don't exaggerate........... They just remember big!0
