Enterprise level digital signature system

I'm trying to find a technology solution for work which allows me to avoid getting individual signatures from some 5 different departments in another city.

I was looking at Adobe Echo as a possible solution but wondered if there was something out there which did not have a monthly subscription of some £200.

It needs to be secure and robust - not simply just adding a signature image to an Adobe or MS Word file. Needs to ensure that the person signing it is the person who is authorised to sign it.
