Bondy lad is our 'man on the spot' and when he says 'patrol' he means as an MSEer, checking out the signs in various places and then telling us about the flaws.
Re point #5 you could amend it to cut the quote short (to remove 'and the signs have remained exactly the same') and mention the signs changing in July but still not being lit (and it's Cutts not Cutt):

Photographic evidence shared here was taken during hours of darkness as per the ANPR images indication conditions were dark. See appendix xx (Excel Parking Services Ltd PCN) so even Excel's own evidence proves the entrance was shrouded in darkness. Whilst they may protest that, apparently, the signs were updated in Summer 2013 I would counter that by saying that there is no specific lighting there. So new signs are pointless if they are not reflective or lit and simply cannot be read on dark Winter evenings when the Operator still tries to issue 'PCNs'. Unlit signage is neither BPA CoP compliant nor capable of forming any legal contract with a driver after the hours of darkness.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

i patroll the peel centre,have done for the last couple of years educating unsuspecting motorists about the scum known as excell parking who basically try to fleece every motorist that enters the peel centre,some folks think i am nuts others (especially the fleeced ones ,thank me),i posted a thread about nandos about two weeks ago,and their wonderfull sign on the front door about car parking,,,,i am extremely close position wise to the peel centre in answer to your question,c-m and others will vouch for me,if i can help in anyway,i am willing to continue my fight.
You would make a good contact as there is more to follow, have something in the pipeline. I have saw the Nandos story with interrest as its something that would add very well to what's in the pipeline so keep in touch0 -

Firstly thanks to all those who assisted in this matter.
I just received the decision from POPLA that the appeal be allowed and the Operator Excel Parking Services cancel the parking charge notice forthwith.
Won it on GPEOL ground alone!

Great news! I won my POPLA against Excel and the ever helpful Peel Centre recently too.
There must be a way we can all put pressure on Peel Holdings and the delightful Nicola Dearden to remove this bunch of cowboys?0 -
