Hi Everyone,
I've been trying to do this on my own by reading up and following the advice on the forums to successfully appeal a PCN I received back in December 2013.
Appeals Letter
Today however I received a response that I did not expect and was wondering if anyone had any advise on how to proceed?
Response Letter
Any wisdom would be greatly appreciated. Thank you.

I think your links may the wrong way around.
Did you receive the PCN through the post or via a ticket attached to the vehicle?0 -
its a delaying letter phishing for the drivers details and so is in violation of the BPA CoP
I would reply telling them this and demand a popla code , AND I would report them to the BPA and enclose a copy of that letter due to the BPA CoP breach
the links are correct BTW0 -
You need to write back to them to advise them that the registered keeper is allowed to make the appeal as per the BPA, and that you will be complaining to the BPA.
Refer them to Steve Clarks memo on this matterProud to be a member of the Anti Enforcement Hobbyist Gang.:D:T0 -
(Links fixed, sorry)
The PCN was a ticket attached to the car. As advised on the forums I waited for a Letter to come through the post then replied to that.0 -
Thanks guys, (so fast) I thought the response was a bit odd. Ill get to work composing a reply. Anything else I should point out to them other than what has been suggested?0

That is a particularly misleading response fishing for the driver by fraudulent misrepresentation. Is a lie. So reply demanding a POPLA code. Simply state as they are not going to respond appropriately your appeal that you demand a POPLA code.
Complaints all round as well.0
