IIRC one of the advantages on a business rate was a deal could be negotiated where customers didn't pay tier1/tier2 rates but a single rate.

Absolutely. Many businesses (particularly non SME's) can negotiate a single rate. However, sign up for a framework (say 1GWh), and they agree to use at least 70% and at most 130% of this amount, if they don't the rates are renegotiated.

Even business suppliers recognise the ebico model isn't viable ;)

Something similar happened with my mother, we found out by chance last year that she had been charged for the incorrect tariff by BG going back to 2008. BG's original offer was to rebate the last quarter. My mother authorised my OH to act on her behalf and he managed to get not only a rebate for the whole lot but also a cash payout from BG. BUT it took many many calls and emails and OH just not taking No for an answer. You need to be persistent with them.

I remember dealing with a customer a few years ago in this position. The Business section had to send out a form to be filled in by the customer so that they could update the industry systems to show the premise was no longer used as a business. Then they were able to transfer the account to the residential side. I think, if I remember correctly, that it was then rebilled as a residential tariff. Of course the process may have changed now.

As has been said above, the energy supplier usually does not know whether there is a problem until the customer contacts them.
