Council Gas Supplier

Need some help for my elderly person that live in a block of council flats. The tenants in the block have their gas meters but the council will not let tenants chose their own supplier. The only reason they give for not letting tenants choosing their own gas supplier is because it’s not their policy to allow tenants to choose their own supplies. That was a big disappointment for many as a lot of tenants are elderly and on fixed incomes.
Is there anything that can be done about the council policy. :T

    Who has the account with the gas supplier?

    Is it the council, who then charge the tenants (ie the tenants pay the council for their gas)?

    Or do the tenants have accounts direct with the gas supplier, and pay the supplier direct?

    If the former (supplier/council/tenant) I think there is nothing you can do.

    If the latter (supplier/tenant) then it is nothing to do with the council. Tenant simply selects a new supplier, gives them a meter reading and opens new account. New supplier informs old supplier, who send tenant a final bill.

    The council will not even know, and even if they find out, they cannot do anything about it.

    Yes it is the former and from what the council say they will not change their policy, despite tenants paying over the odds for their gas supply. A lot of tenants are very unhappy about it as single people living in a one bed flat pays the same as 4 people in the same accommodation.

    Do the council have to show who their supplier is and what prices they pay for the bulk gas supply. :T

    If the council bulk buy the gas, I don't see ow any tenant, or even group of tenants, can make them change supplier.

    After all, the cheapest supplier for one tenant might well be the most expensive supplier for another tenant.
