Contract question (nightmare letting agent/landlord)

I would expect it to.
Hang on...
Something I've just thought of.
Does the LL intend to bill you for electricity used seperatley to rent?
To be honest, I have no idea what the LL plans to do.
Here are some parts of emails I received from the Letting Agent:
(This was the email regarding the meters being installed. No idea where the 20 minute figure came from).Dear Tenant,
This is to let you know the landlord informed us about electrical works being carried out in the building this weekend.
He informed us you may experience loss of power this Saturday morning (potentially 20 minutes power loss on each floor). Unfortunately, he was unable to give precised time.Electric meters have been installed in the basement of the building and you will be billed by energy supplier for your share, you can monitor your usage with your unique reference code, N Power are the supplier and you can change if you wish to.
That said, reading through the emails I also found this one from November which I had forgotten about:
So that should mean that once the meters are registerd, everyone else will start getting their bills as well. But if they don't, I can use this email against them, right? We have been informed by the Landlord who states the reason you had difficulties when contacting the electricity provider is due to the fact the meters have not been registered yet.
Therefore, you are not liable for electric until your electricity meter is registered.
The landlord believes the meters will be registered shortly with Utility Warehouse. You will receive a welcoming pack.0 -
'agreed'....?....
On a related note regarding my electric supply. It was agreed that from October everyone in the building would begin paying for their electricity, so I shopped around, found the best deal and started to set things up.
When? How? By who?
If your exsting tenancy agreement is silent as to responsibility for electricity, but specifically states that water is included within the rent, the implication is that electricity is not inclusive, so you should pay it.
However, if it has been established that the landlord pays (ie he has been paying for the electricity since the tenancy began, and not charging the tenant), then the implication is that the electricity is inclusive, so you need not pay it.
If the latter is this case, then this arrangement can only be altered by 'agreement' - hence my question above.0
