Do I need to hire contractors to claim compensation from the council?

HIya,
My elderly mother bought her flat years ago from the Council (Housing Association?), but all the other flats in her building are still owned/managed by the council. Last week a leak from the upstairs neighbours caused water damage in her bathroom and hallway, so that they both need repapered and ceilings repainted.
The council sent out a standard form for compensation, asking us to provide details of what was damaged, when it was bought, how much it cost, etc.
My question is, do I need to use contractors (professional decoraters) and get an invoice for materials/labour to claim the compensation? Or would it be possible to claim a similar amount (after getting some rough quotes as guidance) and have a family member do the work?
My gran has dementia and would not be comfortable with strangers in the house, so we'd end up having to have someone out with her throughout the day anyway, and she'd be much happier if one of her grandchildred were decorating for her. But asking someone to take time off work to come out and do it would be easier if they could get paid for it. My only concern is that the council/housing association might ask to see invoices, etc. Or will they just eyeball the amount claimed, and as long as its appropriate (a couple of hundred for the two rooms?) they'd be fine?

Im no expert but i thought this would be an insurance claim as an assessor would need to see the damage caused0
