New Build Valuations for council tax

I have recently bought a new build property and I am aware that the price would include a premium that once Ive lived in the house, would be knocked off the houses value if I chose to sell.
Does anyone know a way to establish how much this premium is, because I think the council tax valuation is incorrect but I cannot demonstrate to the valuation office how much I believe the house would be worth if sold second hand so they base my valuation on the price I paid. Houses in the area are not really comparable so the valuation officer is going on what he "thinks" is a good comparison but as I live in the area I know he is incorrect.

    This is a really good question. My house was also from new and the council tax banding is higher than older houses which sell for considerably more. If anyone does know a way of challenging this it would be interesting.
  • interestingly when I quoted the location, size and value of my previous property for comparison, they actually upped its banding rather than reducing mine! Bit cheeky since a few years back my parents who lived across the road had used my old property's banding as an example as to why they believed their property was over priced and they had theirs reduced.

    I'm ex VOA and would say that some colleagues would factor in 5% to 10% as it's a new build, others wouldn't. There is no hard and fast rule, but as the legislation refers to the open market value as at 1 Apr 1991, then there is an argument that if a new build house sold on that date would have achieved more than a similar existing house, it should be reflected in the CT band.

  • Hi we have just been told the valuation office is now re banding after two mistakes when we bought our new house in 2005 first band was wrong F so they lowered it in 2007 to E now trying to putting it up in F again saying it was a mistake, anyone know where to go with this one ??

    Exercise your right of appeal (you have 6 months from the date the notice of increase) and if you are not satisfied by the VOA's evidence to support the increase, let the independent Valuation Tribunal determine the matter.
