Resite towel railer - drain system?

If a builder/plumber is carrying out works that include a bathroom refurb , that includes the removal of a central heated towel rail and resited further up the wall (same width as current pipe tails to mimise extra work) , should the system be drained and fresh inhibitor (provided by me) be put in (by him) ?

We had two towel rail/radiators replaced in separate bathroom and en-suite refurbs, and our plumber definitely didn't drain the (combi boiler) system.

Doesn't seem to have done any harm over the last two years or so.

I think my guy isnt going to either.........its no big deal two of my bros are gas safe engineers who can do it for me , would have just been nice to have it done at the same time

Just to update , my builder is going to drain the system and add inhibitor for me when replacing towel rail

Yeah my mate drained my system when replacing a radiator with a towel rail...it was moved to the other side of the room however so I think that's why!

Mines only being resited further up a wall (not buying a new one now)

As he'll have to extend the pipes I'd imagine that's why it'll need drained. If it were a straight swap then he'd be able to just isolate the supply from the valves.
