There are situation where going into the back of someone isn't your fault. For example if someone cuts in front of you without sufficient space and then slams on the brakes. It doesn't seem like that was the case here, so I'm afraid if you didn't leave enough stopping distance in front of you it is most likely your fault.
I would suggest getting a dash camera for your car. You can get a really good one for about £50 or under now. If someone does cut in and then brake hard, or does anything else that would make them liable you will have video evidence to prove it was their fault. If they claim of whiplash you will have video showing the severity of the crash. These days they really are worth having.
Also, if someone in front of you brakes for no obvious reason the best thing to do is brake hard yourself. If you can't see the reason why they did it then chances are there is some kind of emergency that they didn't spot until the last moment either. Sure, someone will probably crash into the back of you, but at least it will be their fault.0
