To offer or not? What would you do?

Hi!
Me and my other half are looking to buy our first property together. His property is under offer so we have a nice deposit and a mortgage agreed in principle for enough to buy a reasonably sized house.
Our current predicament...
We have seen a decent sized house, nice area, close to local infant school, big garden but it needs quite a lot of work! We have had his brother (a brickie) and my dad (a structural engineer/property developer) check the place out and have estimated about £20k of work to joe public (about £10k to us). Im super keen the OH not so much as doesn't want to live in a building site and is worried about "surprises" along the way taking us over budget (which is about £13k).
Brickie brother is telling us it's too much work and not to do it, developer dad is telling us to go for it! We would like an outside opinion!! Please help!!!
Also if you think we should go for it, what should we offer? (On at £285k)

what kind of work?
£10K doesnt go that far...0 -
Rewiring estimated at £3,500
Underfloor heating £2,000 for boiler (the rest my dad has said he will pay for)
Carpet/wood flooring and paint £3,750
Lintels might need doing (dad reckons they're ok, brother says not) £1,500
Everything else we can live with though we might consider doing the kitchen at some point.0
