Yes, but that has no relevance to the websites that are being discussed on this thread.
Copycat websites are basically copying existing forms from government websites and duplicating their services- so that makes them copycats.
Basic premise of copycats is - rip off - which same as counterfeit goods.
So basically copycat services are same as counterfeit goods.0 -

Counterfeit goods i.e. putting a Dior label on a cheap tat dress is not legally allowed.

You are right. If a copycat trader is legally allowed to copy and host and website - though we call them copycat websites they are legally allowed copycats unlike counterfeit goods.
