barclays response to data request

So having read so much on here about claiming PPI (or at least starting the process) I sent a letter to my bank (as mentioned in so many threads, if you don't have details about the PPI, or even if you know you had it) re a loan that I had 12 yrs ago. I requested a copy of the loan agreement that was applicable for the loan.
This reply was received yesterday...
"unfortunately we are unable to provide a copy of the loan agreement. We no longer hold copy of these documents in our records".

Hmmm, am I being cynicle or is this a fob off?
Any suggestions on next steps, or do I give up?

    That was you not reading the intructions carefully enough.
    If the account is closed they don'thave to provide a loan agreement. If you want to know really if they have anything left, it will cost you £10 to send a SAR - see the front page sticky.
