Hi I'm selling my laptop and have a 3 12gb dongle which still has some use left on it can I sell this as well or is that not a good idea as regards security

Unless you have done a thorough data cleaning job, selling the laptop has the risk. The dongle and SIM are comparatively harmless. If you were being particularly careful just keep the SIM and sell the dongle.
I've had a number of "3" SIMs and never registered them so I don't think they have any link to my identity for a "casual" user.0
