Newbie Question, how much would you pay?

Hi just found this site and I am not sure if I can do this on here?
We are looking at a property and it's been on the market since July 2012 and was initially priced at £430,000. It has been dropped to offers over £400,000. One sale recently fell through after a few weeks and it does need modernising decor wise tbh. One house along recently sold for £415,000 but had a full length extension in the back and was really a lot nicer inside.
Sorry to ask but what would be a reasonable starting price to negotiate with? I was seriously thinking about offering 10-12% under the asking price and go from there.
Any help would be greatly appreciated.

Oh and looks a great site looking forward to some money saving tips lol.

    Been on the market over 18 months and you've done some useful research to back up an offer 10/12% under asking. Go for it - worst they can say is 'no' so you can then increase your offer. Good Luck!
