Help me!!!!!!!!!!!

:A I bought my house back last and after alot of updating I would like to sell. There are only 5 houses on my terrace two of which are empty.Which I feel would stop me from selling. One has recently been sold and is in the process of being done up. The last house is in a right mess. It was previously rented out but has been boarded up for the last 18 months and is full of rubbish!!!! I've seen the rats run in and out!!!!!!!!!!! I've contacted the landload and he refuses do to anything about. It will cost alot of money to sort out which he hasn't got. I would like this property to restore back to its former glory and add value to my house. Apart from offering to buy it off him is there anything I can do to get this property? What about serving notice?

    Contact the local authority and ask if they have an Empty Homes team. Some councils have very active ones, others just seem to have policy in place but not much to back it up.

    Rats running in an and out is obviously and environmental issue. I'm sure Environmental Health can force him to clean it up a bit at least.
    Everything that is supposed to be in heaven is already here on earth.
