Back to the original question - I think it is Proserve, because I'm sure I read somewhere they are actually registered as a Sole Trader, and therefore cannot be considered a team...

One thing I've learned over the years is that in Government bureaucracy civil servants appear to be obliged to believe what they are told until such time as it can be proven that the information is false. So it is reasonable that DVLA at first accept ProServe's position, but at the point that there is solid evidence to contradict this, and evidence submitted to court is such evidence, as are these tickets that have been turning up, I would expect DVLA to react appropriately.
Trouble is that it is just some computer system and DVLA aren't really aware of how it is being used without investigating it, which may not be trivial.0 -
But all proserve RK requests are done through the manual system, so they must be done by a person, and they should use the appropriate form for that, there being 3 different ones I believe.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. But the very fact they were nominated as a 'Parking Team' when they protest that they are not, AND they aren't even ATA members, is surely another nail in the coffin for them with DVLA data soon. They've already stitched themselves up in court by making a sworn statement that they are involved in 'parking enforcement'.
EDIT, just read that their business model HAS already, finally been sufficiently exposed to the DVLA after all!

The results are now available on the British Parking Awards 2014 website
It would seem that PPC World has effectively been snubbed this year without a single award going to any of them. Not even the pre-eminent exemplar, Pro-serve - who came fourth in the Parking Team of Year Award, it seems.
Shame really.
Good Ole' Nick - Nick Lester, of London Councils Ltd won the Lifetime Achievement Award. Services to the BPA perhaps?My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
