I just received a quote from an electrician who claims to be doing this for last 20 years. I am happy with the quote, but this caught my eyes:

We can install and test to the latest IET and building regulations (Part P and 16th Edition). Full test certificate for electrical work issued after the work is completed (C&G 2391 Testing and Inspection qualified) Full third party and personal indemnity insurance.

I asked if he is part P qualified and the reply was that he is qualified to issue certificates (but not part P qualified) and would issue the certificate at the end of installation. Can anyone comment on regulations and the validity of his claim? Any questions I should ask for clarity?

It basically means he is not part P but is qualified in test and inspection. His certificate means nothing and he cannot self certify work on domestic dwellings unless approved by NICEIC, Nappit, ECA, Elecsa or BSI. That is work that falls within the guide lines of the building regs part p and part m and whatever parts. nothing in bathroom or kitchen. No additional circuits unless a repair and no fuseboard changes. Basically anything that requires an EIC that is a form of certificate . The only work that can be carried out is minor works and repair of a bad cable between sockets etc. So unfortunetly he might be qualified but unless he gets approved you need to notify building control0

It is also your responsability to notify building control not the electricians. Its the scare tactic used by the government to make people comply and hopefully get rid of rogue traders. But effectivly it seems to have made the qualified electricians have to charge more due to members fees and notification or the rogue traders get more work cuz they can stay cheaper and dont care if they do the job right. protect your home goto the 5 scheme providers above and type in the company name. if they are memebers they will be listed on the scheme providers site.0

I did not read the question right haha sorry for ranting on im sure the information will be usefull to someone anyway.
A company can register as part p with a competant person scheme and only need one person as the supervisor over so many workers. They generally vet the people they give this role to and look at the test results sheet when they hand it in to make sure the results look correct. I dont like this domestic installer way of doing things. its not like they check every job and anyone can write the correct numbers in the boxes and go home early without doing a full test. Think the scheme providers come out a couple of times a year and they have to request where you are working so in effect there will always be people cutting corners till they know an assesor is coming. I think the LBC way is safer they come out at first fix and second fix but you then know that the person doing the job is not cutting corners because its an independant evaluation. JUST FOOD FOR THOUGHT.0
