Does anyone hold one of these cards?
If so what APR is typical for them?
Are they a Subprime card company?

They look like prepaid cards to me - where are you getting the suggestion that they aren't prepaid? Do you have a link?
Cashplus are normally considered the last resort if you can't get a credit card.
Their website says they don't charge an interest %, but rather a flat annual fee and a daily charge.
From their website:Overdraft amount: £100 for 12 months, 0% interest, 50p per day flat usage fee, capped at £10 per monthly statement period, plus an annual fee of £20. Total amount payable: £240. Representative 230% APR.0
