Been tried to buy my train ticket and saw an option called "PlusBus for Manchester stations". It's an extra of £3.70. Would I be able to use this PlusBus for my journey on bus 163 which departure from Oldham street to Moston lane and return?

The whole point of Plus Bus is to give you bus travel for a fixed price.

The 18 runs past Oxford Road station. If you travel on the Arriva train from Chester to Manchester it calls at Oxford Road before Piccadilly. The 18 also runs via Piccadilly Gardens which is closer to Piccadilly Staion than Oldham Street.
