There is a station at Moston with trains from Victoria in Manchester but I don't know if that is near your required address.
You could use a journey planner like https://www.transportdirect.info and use the postcode to plan a route which might tell you that train and bus is a better option.Retired in 2015.

Moston train station is nowhere near Moston Lane. The address you want is based within Harpurhey shopping centre. There are a number of buses that go from Piccadilly gardens (a short walk from Piccadilly station where your train will arrive) up Rochdale Road and just get off at the shopping centre (there's a Macdonalds, you can't miss it).0

Bus will be far better than train or tram.0

I just checked that it's a good 20 minutes walk from Moston train station to this place. Walk is not a problem for me but I am not really sure what this area is like for walking all the way from Moston train station to this place. I am really thinking about taking a bus.0 -

Thank you for warning. I will definitely take a bus from Piccadilly gardens.0 -
You can get the 17/18 bus from Shudehill - if your train comes in at Piccadilly station, get the Met(tram) to Shudehill station - your train ticket should cover you for city zone travel. Either the Rochdale or Bury line will take you there.
Its £2.50 for a day saver, but try the Transport for Greater Manchester website - it has a journey planner where you can put the post code and show you all available routes.
And please don't walk round Harpurhey any longer than you have to. I'm fine there because friends and family grew up there, and spent a lot of time, but it is rough.0 -

Is bus route to this place is shorter if travelling from Shudehill station? I would like to spend as less as possible on my travelling costs.0 -
I ran your journey to Manchester City Council, 6 Moston Lane from Chester through http://www.traveline-northwest.co.uk/
and the recommendation was to alight from train at Oxford Road Station, walk and catch no 18 bus. This is the one with the shortest journey time. Example: dep Chester 9.52, arr. Oxford Road 10.48, catch bus 11.03, off bus 11.26, at destination 11.30.
I looked up the fares on Arriva Trains wales web site, and a return fare is £17.10. You can buy it at the station on the day. At same time ask for a PlusBus ticket valid in Manchester for £3.70. That gives unlimited travel on the buses. Probably cheaper than paying the fares on the bus.
Another route involved changing trains at Crewe, arriving at Manchester Piccadilly, then catching no 163 bus.
The best one for you will depend on the day, and time of day you need to travel.0 -

The Crewe route mentioned above can be done for £10.50 but includes a change of train. It does allow a 9.35am start (£13 earlier) and nicer Virgin trains.0
