This is really interesting as i have a very similar situation.
I took out a new mortgage in 2001 and used a finanical advisor attached to the estate agency, but had a connection with Allied Dunbar.
The advisor sold me an endowment mortgage (I was young and naive and even though i'd gone in with the full intention of repayment I came out with an endowment). The advisor was so crooked, that he gave lots of inappropriate advice, and even gave us sales aids for telephone calls we were due to receive from his "peers" to check he'd sold us the mortgage appropriately which told us how to answer their questions.
Anyway, to cut a long story short, a few years later i had changed to a repayment and complained regarding the mis-selling for the endowment of which i was successful.
However, what I also hadn't realised that I also had a policy for MPPI that he sold me through Paymentshield. He's asked for my company sickness pay detail and rubbished it, however I know realised that actually my company (who i remain with and has always been particularly stable) have an extremely good sickness pay, redundancy packages. He said that i needed this policy to cover in the event of sickness/injury and unemployment.
I naively kept paying this at over £20 a month from 2001 until 2012 when all the PPI information came out in the media and i thought i'd check the policy.
I've never claimed on it in this time.
Now I put together a claim and sent it originally to Zurich who had taken over Allied Dunbar but they wrote back with a copy of a letter to say that he had not represented them at the time. They had investigated and the guy in question was no longer a financial advisor so I should go immediately to the Financial Ombudsman if I had a complaint.
Should I do this? or should I go to Paymentshield?

That is correct. Regulation didnt start until Jan 2005. So, an adviser like that pre-regulation would not see the insurance company liable for the complaint.so I should go immediately to the Financial Ombudsman if I had a complaint.
You dont have access to the FOS.Should I do this? or should I go to Paymentshield?
Paymentshield have no liability for the actions of a third party that is unrelated to them.
