Excel POPLA evidence received

I put in a POPLA appeal against Excel a couple of months back (based on the advice on this forum), citing lack of contract , gpeol etc. and have just received their evidence pack. It includes a breakdown of their 'losses' based on staff time spent dealing with the appeal, chasing etc., the cost of maintaining computer hardware, QA of APNR camera data etc….
It seems they had put quite a bit of work into this… should i be worried? Has anyone seen anything like this sent through before? They also sent through a witness statement regarding the landowner contract- am i right in thinking this shouldn't be accepted?

all the "evidence" as a load of guff they and PE tend to send to popla, but those business costs are not allowed by popla as long as you mentioned the "genuine pre estimate of loss" in your appeal
if you have stated not to allow witness statements in your appeal then that should be refused by popla too
personally, I would just email popla objecting to both and asking popla to dismiss those 2 items and thet they only consider an unredacted contrat and a genuine pre estimate of loss breakdown of charges

If this is their standard guff where it says this, only better formatted, then POPLA have rejected this many times. if it says something else then get advice here.

Handling of PCN, scanning, logging and reviewing PCN, evidence and DVLA returns to ensure high quality of PCN. Cost of accessing DVLA for vehicle keeper details and cost of manning CPO contact centre for PCN enquiries. 9.67
Handling of ANPR/CCTV Camera images and the process to capture and review contraventions. The obtaining of DVLA data in order to generate a PCN that is sent out to the vehicle keeper. 14.50

Re-issuing the PCN, if through the appeal process the keeper identifies the keeper is not the driver.

Hope you challenged these costs as being business running costs and the witness statement not proving that a contract exists with the landowner.0
