Not sure how the other TDS companies do it, but mydeposits.co.uk require the landlord to return the balance (ie everything except the deducted amount) to the tenant promptly. If there is a dispute, the amount in question is held by mydeposits until the matter is resolved.

Yes, hence the going round in circles as if they dispute your claim it just gets passed back and forth until an agreement is reached, which can take months.
