Claiming from a 1990's PPI

Hello, I had finance for a car back in the 1990's. It did include PPI. Unfortunately the garage has moved from the site where I bought the car. I contacted their head office & was told that they would not have any records going back this far.
I have contacted the bank I was with at this time but haven't had a reply yet. Is there any way of pursuing this,or should I just forget about it.

Prior to 2005, car dealers were not regulated and any complaint could be declined on this basis alone.
