Hot water not coming through

I recently had my kitchen relocated, part of that was obviously a new kitchen tap. I chose a £300 Blanco tap designed for low or high pressure systems (5 to 0.45 bar). The water just trickles through on hot and if I wait about 10 minutes it will flow correctly although not high pressure by any means. When I queried it with the plumber he said it's because the tap is so far from the tank. The tank is downstairs because the house was originally a bungalow. I gather that the water flows all around the house and last stop is the new kitchen. I don't have the problem in my downstairs wc which is next door to the kitchen.

Is there anything I can do to improve this? My plumber was very unhelpful.
