NSL parking fine

I have read the advice to newbies, but still needing some guidance.
I put in money (£1) in a car park at 18.26, planning to return in 30 min and it gave me a ticket that expired at 18.30. I should have checked the time before I printed the ticket out, but hadn't, as I had never come across anything like this before.
The meter said that if one paid for parking for at least an hour ( £2.50) after 18.30, one could park there all night. However, it said nothing about parking expiring at 18.30 when you put in money just before that. I had also misunderstood this overnight parking to be available even if I had parked for 30 min.
Unfortunately, I did not return within 30 min - my four year old son has some locomotor difficulties (wears orthoses in his feet, but not eligible for any blue badge etc and we generally give him plenty of time to get anywhere), we had to walk a lot more than we anticipated and we returned at 19.45.
I decided to appeal - as I thought £25 was too much even if it was my fault. Now looking at the threads, I am not sure how to proceed. There is no mention of POPLA in the notice sent. It refers to the traffic management act 2004, s82, Civil enforcement of parking contraventions, NSL logo to the top left of the page and the county council logo on the right top right of the page.
When I had asked for information regarding how many people fell foul of the parking expiring sooner than 18.30, if they paid after 18.00, NSL claims that it is a private business and exempt from FOI, but the notice to owner has the county council logo.
Now do I use the same template as that on the Newbies thread or is this something different?
If I do use the template, any pointers on how I can proceed?

You have a Council PCN! The NEWBIES thread starts 'Private parking ticket?' in the heading so is clearly not appropriate. Go to the Council tickets forum on pepipoo:

Touchwood in Solihull has a similar charge trap, where after 6:00pm it is £1.50 for the evening but if you arrive at 5:59pm you get charged at the hourly daytime rate. At least at Solihull it is pay on exit. I do a lot of driving round in circles!
Sounds like they have a system where there is day parking and then there is evening parking and they expected you to pay for 5 minute at the daily rate and then for the evening.
Off to the other place as recommended...0
