Look the water controller - controls, boost is only on when the boost [top heating element] light is lit [terminal 4 & 5 can not be simultaneously live] regardless of where your switches are positioned. Both E7 timed [bottom heating element] and boost can not be on together the controller won't allow it. E7 or boost is indicated by a lit neon.
The 2 things you need to clarify is that you are on E7 and not E10, and that you have a dual element PartL water cylinder with 2 distinct sets of wiring coming from the controller, one set going to the bottom [off peak] element and the other going to the top [on peak] heating element.Disclaimer : Everything I write on this forum is my opinion.
