Erect a new building

The whole planning system is tailored in a pessimistic view always telling us what we can't do. What information is out there that tells us what we can do. Or is it just a case of "its not what you know or want, but more who you know".
I would like to put in plans for a new building and believe there is a 28 day building regulation but am struggling to find the information. I may also wish to apply for planning for a new house, what are the ins and outs of what we are and are not allowed, and ways of getting around it. Where is this information. I would like to know more before approaching the subject with a local planning officer.
Does anyone have inside information on how a planning office works and legal loopholes, I understand a 28 day building regulation is obviously best submitted over Christmas period reducing the number of days due to holidays.
This is for the Suffolk area as i am not sure if county councils have different objectives.

If you are thinking of building a house then hire an architect. They will know the building regs and also be familiar with the local development plan.

I have no idea what the 28 day building regulation which you talk about is.0
