You may be able to attempt a repair from advanced boot options (F8 I think with Inspiron DOESN'T NEED SAFE MODE). Should bring you to the following screen
OR download the appropriate Windows7 ISO, boot from it and repair using it. http://best-windows.vlaurie.com/boot-disks.html#full

These will restore your computer to factory settings and delete everything. (I cannot remember if these give you a repair option but I doubt it).

If you have access to another Windows7 computer you can make a repair disk there, otherwise download the correct installation ISO, create a disk, boot with it and follow instructions (at Here's How)
    http://www.sevenforums.com/tutorials/681-startup-repair.html

** you could aslo try the diagnostic option of F12 to see if there's a disk issue **

** also, does F8 give a list of options? or nothing? is the monitor ok? **

The monitors ok and f8 does nothing. It's finished this diagnostics test and everything passed. Then it gave me the option to close and reboot which I did but it still doesn t work  and I don't know why cos everything passed.

Ok, so we'll assume the disk isn't dead (can half check this by selecting F2 at startup and seeing that your disk is listed in the BIOS). So a repair/chkdsk is neeed. Must do this with a repair disk OR install disk, the latter with an ISO listed above.
