Layby Parking Rules

Please can someone clarify the rules for Layby parking? In particular, is there any restriction on the length of time you can park, or indeed your purpose for parking?
My worksite has decided that as of Monday, non-permanent staff (several hundred) can no longer use its car park. This is going to create an issue as it is out in the countryside with no other nearby car park. I expect that most will clog up the country lanes, causing chaos and risk being smacked into.
However, there is a major A-road with a couple of laybys nearby. These has a P (parking) sign with no stated restrictions. I'd expect that they're primarily there for short-term stay, for anyone needing a break, car trouble, making a call ... but they're now likely to be completely full all day with office workers. I suspect that this will soon be clamped down on and restrictions put in place, especially if people walk to work from these along the road edge rather than the wet grassy bank, or park with their bumper sticking out in desperation to squeeze their car in at the end ... so no doubt an explicit time limit will be imposed. In the mean time, regardless of the spirit of the law, is there anything they can fine you for, for using it for work-parking purposes and for leaving your car there for 10 hours at a time ...?

If there are restrictions they must have traffic order in place, the best place to ask is the council who must supply this. Seems strange that a company that you work for is in one fell swoop going alienate a whole bunch of employees. Are there ongoing issues there? Perhaps car sharing will helpWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

One technical offence could be if the A road is an over 30mph then during darkness you must show parking lights.
If you got done or not is anybodies guess but if they are looking for an excuse!0 -
And what punishment / penalty / charge are they intending using against anyone who ignores this new rule and continues to park where they park at present?
If there are hundreds as you say - that's a pretty big car-park which is going to be either empty or with loads of spare space soon.
