newbie - vehicle control services PCN

Hello, I received a PCN for pulling into the bus stop at Humberside airport, I was there for 6 seconds, it was dark and the last bus had left the airport 2 hours earlier. As the stop overlooks the runway, I pulled over to see if my OH's plane had landed as if not we only get 15 minutes free at the car park. I did this on 6th sept 2013 and received the notice two weeks ago, is there a time limit that they were supposed to adhere to when issuing a notice to keeper?

  • Hello, thanks for the reply. I have already compiled a letter to challenge the notice similar to the ones recommended. I was just curious as to what time scale the PCN has to be delivered to the keeper. When I first received the PCN, I contacted VCS by phone to ask (I didn't give my name or admit to driving) and was told that they had 6 months from the date of the alleged offence to issue the notice, I just wondered if this was correct.

    post #1 of the newbies thread gives the POFA 2012 timescales , clearly they are outside of that so can only chase the driver (non-POFA 2012) , which is why they would try to get driver details as they have up to 6 years to pursue the driver

    so this can be a part of your popla appeal, never mind not a gpeol , not relevant land, no contract etc

    just find a recent popla appeal thread for VCS at an airport where they were out of time and you will have a relevant popla appeal , possibly using humberside or airport as a search word in the forum search tool

    have seen this wording a few times on here recently
