Re-PPI rejection

Afternoon everyone.
Just had a rejection letter from Capital One saying PPI was applied to my account because I chose to purchase it by ticking the yes box when I completed my postal application, they have enclosed a copy of the form. I did get back money on another card I had from Capital One.
So have I lost my chance of reclaiming by being an idiot.
