PPS PCN - What to do next??

Hi
Got a windscreen PCN on Monday from PPS - Premier Parking Solutions.
Parked in one of the bays around the outside.
Put a 6 hour payment (£3.50) into the machine.
Returned after 3 hours 20 minutes to discover the PCN.
Signs high up on wall indicated that bays 1-11 are 'short stay bays' (for 3 hours maximum only). We didn't see these on arriving.
£100 charge reduced to £60 if paid within 14 days.
Does anyone have any advice on what to do next?
I've been reading MSE and forums, not sure whether to appeal to PPS before 28 days / wait for NTK / ignore !

Wait for the notice to keeper which must arrive in between days 29-56 after ticketing. If your vehicle is a company/leased/hired one, you probably should appeal now. Is this England or Wales ?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Yes it was a ticket on the car, so wait until the Notice to Keeper arrives, don't be tempted to do anything until it arrives. But they all say that.
The windscreen ticket is for the driver to appeal (all explained in the sticky thread already linked, as to why it is usually better to wait and appeal as keeper).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
